I don't think he cares about being booed. He's mentioned previously that it doesn't bother him.

What WWE need to do it capitalise on it. He'd be a great heel. I couldn't imagine the Rock or Stone Cold never having heel runs as they were great in the roles. Sometimes it just needs to happen. It needs to happen with Reigns. Then they'll be booing him for the right reasons and eventually will cheer him when he turns face. Seen it many times over. Just let it happen with Reigns.

He used to care.  There have been a couple PPVs in the past where as soon as the camera stopped rolling, he started going nuts at the crowd for booing him.

WWE do need to capitalise though. If they pull the trigger on him being heel, he could really make the most of it and be the most hated heel they've had in years.
